In an era when specialized medical care in India has become highly commercialized, Dr. Rao strives to ensure that his hospital remains true to its philosophy, "Service to one all". Its services are free or subsidized for about 60 percent of its patients; and no fees at all for the poor patients. And through a volunteer program the clinic provides hope-giving emotional support and counseling to thousands of critically ill patients and their families and to HIV infected children. There are hundreds who might say, as AIDS patient Nukaraju, a rickshaw puller, has said, "I owe my life to Dr. Kutikuppala."
Dr. Surya Rao is recognized for his honestly, sincerity and integrity. When Govt. of Andhra Pradesh nominated him as member of the Governing council of Andhra Pradesh Vidya Vidhana Parishad, (APVVP), during his tenure of two years he imposed stringent discipline among the functionaries of 242 Hospitals working under APVVP. He is responsible to bring down drastically the corruption in the Hospitals .It may not be out of place to mention that against many odds, harsh political pressures he suspended many doctors who were found guilty on duty, by doing so he greatly contributed for the improvement of medical and health service delivery to common man. His mission to help the poor and needy people at Government Hospitals is quoted as an example by many hospitals administrators.
